构建普惠性幼儿园成本合理分担机制

Construct the Reasonable Cost-Sharing Mechanism for Universal Kindergarten

基于普惠性学前教育的属性,发展普惠性学前教育必须建立普惠性幼儿园成本合理分担机制,以保障普惠性幼儿园的建设和运行。普惠性幼儿园成本合理分担机制是以福利制度和市场机制为共同基础的混合型学前教育资源配置方式,体现的是学前教育供给主体之间相互联系和相互作用的方式。合理的成本分担机制必须兼顾公平、效率以及自由。通过成本合理分担机制模型的建构,本研究建立了学前教育投入核心变量之间的动态关系,并通过质量-价格杠杆自发调节普惠性幼儿园成本分担的方式和水平,为普惠性幼儿园成本合理分担的实施提供了可靠的依据。据此给出的政策建议是:明确普惠性幼儿园成本分担的基础逻辑,保持政策逻辑的连续性和稳定性;通过立法建立完整的普惠性学前教育财政保障体系;实行以质量管理为核心的普惠性幼儿园管理制度;充分发挥市场机制的作用,利用质量-价格杠杆配置学前教育资源。

In view of the property of universal preschool education, reasonable cost sharing mechanism of universal kindergarten must be set in the development of universal preschool education in order to guaran- tee universal kindergarten＇s construction and operation. Reasonable cost-sharing mechanism of universal kindergarten is a mixed resource allocation of preschool education commonly based on welfare and mar- ket. It reflects the intercommunication and interaction among main supply parts of preschool education. Equality, efficiency and freedom should be considered in reasonable cost-sharing mechanism. This study establishes dynamic relationship among core variable quantities of investment of preschool education through modeling reasonable cost-sharing mechanism. Meanwhile, it adjusts method and level of cost sharing of universal kindergarten through quality-price leverage spontaneously in order to provide reliable basis to the implementation of reasonable cost sharing. Policy proposals are as follows., logical basis of u- niversal kindergarten＇s reasonable cost-sharing must be clarified and, constancy and stability of policy logic should be maintained; financial guarantee system of universal preschool education should be estab- lished by legislation; quality management should be implemented as a core in universal kindergarten ad- ministration; market mechanism should be brought into play and allocate preschool educational resource by quality-price leverage.
