Mode and Reference for Modernization of Government Governance Using Big Data in Developed Countries

发达国家用大数据实施政府治理现代化已形成了四种模式,即技术先导模式、"引导+自主"模式、项目投放模式、优势产业模式。本文在厘清政府治理现代化的定义与范畴的基础上,结合大数据对政府治理现代化的作用,分析了这四种模式的特征、案例、优缺点、适用对象,以及可供我国借鉴之处。分析了我国用大数据实施政府治理现代化的顶层设计现状,给出了顶层设计存在的主要问题,提出了对我国用大数据实施政府治理现代化的四条建议。

Developed countries have formed four modes for the modernization of government governance by using big data, including the technology-led mode, the ＂ Guide ＋ independent＂ mode, the project-launch mode, and the advantage- industry mode. After the definition and scope of the modernization of government governance is clarified, and the effect of big data to government governance is clarified, this paper analyzes the characteristics, cases, advantages, disadvantages, applicable objects, references of the four modes. This paper also analyzes the top-level design of the modernization of government governance by using big data in China, and gives the main problems in the top-level design. Four proposals are proposed for the moderniza- tion of government governance by using big data in China.
