近年来,成本低、受众广的低速电动车在中国三、四线城市及乡村快速发展起来,并有向一、二线城市交通体系延展的趋势。而该产业尚无明确的管理法规和监管机制,造成交通混乱、市场无序以及环境污染等问题愈演愈烈。全面阐述了低速电动车的发展现状,系统分析了中国发展低速电动车产业的机遇和挑战,提出了低速电动车产业未来发展的对策建议,综合梳理了低速电动车产业发展的焦点问题,并对这些问题逐一进行了辨析。

In recent years, the low-speed electric vehicles （LSEV） affordable to a wide audience in China＇s lower-tier cities and rural areas have been developed rapidly, and there is a tendency for the LSEV sales to extend into large and medium-sized cities. However, the LSEV industry has no explicit management regulations and regulatory mechanisms, resulting in traffic chaos, market disorder, environmental pollution and other problems. This paper expounds the development status of LSEV, analyzes the opportunities and challenges of China＇ s LSEV industry, and puts forward some countermeasures and suggestions for the future development of LSEV industry.
