我国的反恐斗争已经进入了关键期和攻坚期,反恐斗争的成败关系到社会稳定和长治久安。反恐斗争特别是新疆地区的反恐斗争面临着流动人口管理和末梢情报收集的短板,要弥补短板,公众参与反恐就成为必然选择。单纯的"精英反恐"和没有专业力量主导的公众参与反恐都有其内在的弊端,"专群结合"反恐怖路径必须通过"专业主导"的机制才能真正实现"结合"并发挥其路径的效能。

China＇ s anti-terrorist fight has entered into a critical period. Anti-terrorist light directly relates to social stability and long-term peace. The fighting in Xinjiang faces the weakness of migrant population supervision and tip-intelligence collection, therefor mass anti-terrorism becomes the best choice. Elite anti-terrorism or mass anti- terrorism has its respective shortcomings, though with a professional guided and united way, the mechanism can function efficiently.
