新疆农牧区环境纠纷多元化解决机制的构建

Building up A Diversified Environmental Disputes Settling Mechanism in Xinjiang Farm and Pastoral Areas

新疆农牧区环境纠纷数量逐年递增,群体性事件时有发生,结合农牧民环境纠纷解决途径不畅及农牧民对诉讼救济的疏远现状,为及时化解矛盾,有效解决农牧区环境纠纷,应构建多元化环境纠纷解决机制,完善新疆农牧区环境纠纷调解制度、行政处理制度,明确乡(镇)政府在纠纷解决中的重要作用。

With the increasing number of environmental disputes each year in Xinjiang farm and pastoral areas, mass incidents happened frequently. Lacking of approaches to settle disputes and lawsuit relief, farmers can not resolve their conflicts in time. It is proposed to build up a diversified environmental dispute settling mechanism and to per- fect the administrative processing system in Xinjiang pastoral areas. At the same time the town government should play a clear role in settling disputes.
