江苏省化工园区环境风险及应急管理研究

Environmental Risk and Emergency Management of Chemical Industry Parks in Jiangsu Province

随着江苏省工业化程度的不断提高,化工园区的大量涌现带来的环境风险不容忽视。通过资料收集,分析了江苏省化工园区环境风险的现状以及目前化工园区环境风险应急预案存在的不足,并从园区环保基础设施建设、园区环境风险应急管理、园区对企业的环境风险管理、提高园区环境风险应急响应能力四个方面,提出了加强化工园区环境风险应急预案建设的主要对策与措施,可为化工园区环境风险应急机制体系的建设与完善提供理论基础。

With the industrialization in Jiangsu Province,the environment risk brought by the newly estab- lished chemical industrial parks cannot be ignored. Based on data collection and field survey, this paper ana- lyzes the status of environmental risk of the chemical industry parks in Jiangsu Province and summarizes the shortness of current emergency plans for environmental risk in Jiangsu Province. Meanwhile, the paper proposes countermeasure to develop the emergency plans from four aspects which include environmental in- frastructure construction of the chemical industry parks, emergency management of the environmental risk of parks, environmental risk management of the enterprises by the parks, and emergency response ability of the parks. The paper implies a theoretical basis for building and improving the emergency plan system of the environmental risk of chemical industry parks.
