论提案在人民政协民主监督中的作用

人民政协的民主监督是我国民主监督体系的重要组成部分。提案是人民政协履行民主监督职责最基本、最重要的一种实现形式,通过提案的提出与审议,提案交办督办催办,提案办理效果评议,人民政协可以监督各级党委政府的工作,为其科学民主决策提供重要的知情渠道、沟通渠道和反馈渠道。但当前人民政协通过提案工作履职民主监督,在提案提出、提案办理和提案办理评议等各环节都存在效率不高,作用不能得到充分发挥的问题。要充分发挥提案工作在人民政协民主监督中的作用,需要不断加强和改进各环节提案工作。

The duty of democratic supervision is an important part of the democratic supervision system in our country, Proposals are the most elemental and important way to realize the duty of democratic supervision of the CPPCC, it pro- vides an informing , communicating , and feedhacking channel in reflecting people＇ s will, collecting people＇ s wisdom; and helping the CCP and the government make decision scientifically and democratically by proposal-presenting, pro- posal-performing and proposal-appraising. But some causes result in the inefficiency of proposal-handling work in exer- cising the duty of democratic supervision of the CPPCC in the three parts of proposal-presenting, proposal-performing and proposal-appraising. In order to increasing the efficiency of the democratic supervision, the CPPCC must reinfor- cing and improving its proposal-handling work in the three parts constantly.
