摘要
2016年,中央一号文件明确提出"加强乡村教师队伍建设,拓展教师补充渠道,推动城镇优秀教师向乡村学校流动"。本文基于公共物品视角,利用P省实地调研数据,对义务教育阶段城乡教师流动政策实施效果进行实证研究。研究发现:在教师流动政策实施过程中出现了包括教师消极对待、资金投入不足、实施效果不佳等一系列问题及现象,其原因主要在于政府在政策供给和实际执行中存在政府失灵现象。基于此,本文提出了相应的政策建议。
In 2016,the central document clearly put forward ' to strengthen the construction of rural teachers,expand the channels of teachers,promote the outstanding teachers to rural schools flow'. The paper analysis the policy implementation effect of the mobility of urban and rural teachers in the compulsory stage by using the data from P province. We find that there are some problems in the process of the teacher mobility policy implementation,including passive attitude toward teachers,insufficient capital investment,ineffective implementation and so on,the main reason is that there are government failure about government policy supply and the actual implementation. Based on this,we propose appropriate policy recommendations.
