互联网已渗透到社会生活的方方面面,全面塑造着当代中国的执政环境以及政治生态。各级领导干部努力提高网络环境下的社会管理能力,不仅有利于树立自身良好形象,对于实现治国理政的法治化、民主化也有着重要的现实意义。新形势下,领导干部要善于运用网络了解民意,利用互联网的互动性加强与人民群众的有效沟通;要善于引导网络舆论,利用互联网的开放性提升各项决策的科学化,进而主导、引领形势变化,开创新的发展局面。

The Internet has been involved in all aspects of modem society, shaping China＇s political environment and it＇s ecology. Government executive at all levels need to improve their ability of the Intemet management, which is not only conducive to establish a good image of their own, for the realization of the rule of law and democracy, also has a practical significance. Under the new situation, government executives should be good at using the Internet to receive public opinions, utilising the interactive network society to strengthen effective communication with the masses, to be good at guiding the network public opinion, to enhance the openness of the network society＇s scientific decision-making, therefore, leading to a new developing situation.
