摘要 油气田地面建设工程不能按时完工、项目管理水平不高的现象目前较为普遍,其主要原因是有效资源配置不足。地区资源总量有限,一般优先配置给较大项目和重点项目,小型项目获得的平均资源较少,等级较低,导致其管理风险加大。油田开发后期,小型维修改造项目数量越来越多,各种不利因素叠加影响,增加了全局性的建设管理风险,需要系统性地考虑解决方案。代建制、专家库、代验制、信息化平台是较为成熟的专项工作管理模式,针对勘察设计、工程开工、工程施工、竣工验收等建设项目管理的关键过程,将这些工作模式整合起来,通过优化提高关键过程的资源配置水平,最终实现小型维修改造项目建设管理水平的提高。 It is common that oil and gas field surface construction projects cannot finish on time and the management level is low. It mainly results from the inadequate supply of efficient resources. The regional total resource is limited,so it is usually allocated to big and key projects,and small-scale proj-ects acquire less and low-level average resource, which leads to bigger management risk. In the later stage of oilfield development, the number of small-scale maintenance and renovation projects is in-creasing.The interweave influence of all kinds of adverse factors increases the overall construction man-agement risk,which needs to systematically consider the solution.The agent construction system,ex-pert panel, agent test system, and information platform are mature work management models. In view of the key process of construction project management such as prospective design, commence-ment of engineering projects, construction stage and completion inspection and acceptance, these working modes are integrated. Through optimizing and enhancing the resource allocation level of key processes, the improvement in the construction management level of small renovation projects can be realized.
