涉农项目资金管理使用情况研究——以河南省新乡市为例

Investigation Report on the Use of Funds for Agriculture-Related Projects——Taking Xinxiang City of Henan Province as an Example

涉农项目资金门类较多,涉及面广。涉农领域职务犯罪案件呈现出日趋多发的态势和"四多"的特点。涉农项目资金管理使用过程中,存在的主要问题有:政策规定存在漏洞,"人钱分离"情况突出;政策解读存在偏颇,资金发放不够规范;巧立名目挤占挪用,不能做到专款专用;伪造材料虚报冒领,套取资金现象普遍;滥用权力截留侵占,利用职务以权谋私;多种因素交叉影响,资金拨付到位困难;考核管理敷衍了事,审核把关流于形式。导致上述问题的主要原因是:涉农项目资金涉及面广管理困难;涉农项目资金形式多样拨付复杂;资金管理责任监督不到位;信息发布不公开,操作不透明;定责问责困难,威慑力度不足;查处难度大,惩治力度有限。建议从注重源头治理、规范资金投放方式,明晰管理责任、切实履行监管职责,创新公开形式,拓展社会监督渠道,创新涉农工作新机制、形成监督监管合力4个方面规范涉农项目资金管理使用。

Agriculture related projects involve a wide range of funds. The cases of job-related crimes in agriculture related areas are becoming more and more frequent,of which includes： policy loopholes; the situation of ＂separation of money from money＂is outstanding; policy interpretation is biased; funds are misappropriated and cannot be used exclusively; the phenomenon of obtaining funds through counterfeit materials is widespread; abuse of power to intercept the occupation,the use of their duties to seek personal gain etc. The main reasons for the above problems are：agriculture-related project funds involved in a wide range of management difficulties; the funds of agricultural projects are diversified; capital management responsibility supervision is not in place; To solve the problems,the paper suggests 4 aspects of standard management and use of funds for agricultural projects,namely： pay attention to the source of governance,regulation of capital invested; clear management responsibility,earnestly fulfill their supervisory duties; innovation and open form,expand the channels of social supervision; mechanism innovation related work,the formation of supervision and supervision efforts.
