研究出版社、馆配商、图书馆三方在政府采购中的相互关系,对于维护政府采购权威性、规范馆配市场的商业秩序、建立良好的三方关系等具有积极的意义。文章分析政府采购中出版社与馆配商、图书馆的相互关系,提出图书馆在政府采购中应着重产品和服务两手抓,搭建出版社、馆配商信用评价指标体系;向用户开放采购权,采用PDA模式,减轻政府采购压力;理顺政府采购中出版社、馆配商、图书馆三者的法律关系等三方合作共赢发展的策略。

Research on the relationship of press, library book suppliers and libraries in government procurement has a positive influence on the shaping of the government procurement authority, standardization of library book supply market and maintenance of good relationship among the three sides. The article analyzes the interaction among press, library book suppliers and libraries in government procurement, and it puts forward that library should focus on products and services in government procurement. It also points out the win-win strategy suggests that library need to create the publishing house and library provider credit evaluation indexing system, open the purchasing platform to users, reduce the pressure of government procurement by adopting PDA mode and straighten out tile relationship among the three sides.
