Reinforcing Cultural Poverty Alleviation and Building a Well-Off Society in an All-Round Way

习近平创造性地提出了精准扶贫精准脱贫方略,实施成效显著。物质的贫困往往与精神文化的贫困相伴,需要改良贫困地区的社会文化生态。精准扶贫要建构在能保障持久脱贫的社会、文化基础之上。目前,保障持久脱贫的社会基础正在努力建构,文化扶贫却尚未受到应有的重视。新一轮扶贫攻坚战进入了啃硬骨头、攻坚拔寨的脱贫摘帽冲刺期,应该重视文化在脱贫攻坚工作中的重要作用,强化文化扶贫。文化扶贫是一项系统工程,需要因地制宜,扶人扶志,提振精神;保障贫困地区人们的文化权益,丰富他们的精神文化生活,提升社会文明;发展与文化相关的新产业新业态,为农业增效、农民增收、农村繁荣发展注入新动能,助力农村供给侧结构性改革;扶贫扶智,提高贫困地区人口素质,提升他们的脱贫技能。文化扶贫是培养脱贫的内生动力,助推全面小康的重要支撑。

President Xi Jin-ping creatively proposed the strategy ofprecise poverty alleviation and marked achievements have been gained. Since cultural poverty always goes with material poverty, we shall also improve theecology of social culture in poverty-stricken areas. Precise poverty alleviation shall be built on a sustainably poverty-relieving society and culture. For now,the foundation construction of poverty alleviation has been carried forward at all efforts. However, there hasn't been enough attention paid to cultural povertyalleviation. As a new circle of poverty alleviation movement turns to unveiling the final and decisive stage aiming towards breaking through hard bones andremoving poverty for good, appropriate importance shall be attached to cultural poverty alleviation. Cultural poverty alleviation is a systematic project whichshould be tailored to local conditions, support people and boost spirits. We should protect people's cultural rights and interests in poverty-stricken areas,enrich their spiritual and cultural life, and promote social civilization. New industries related to development and culture infuse new momentum intoagricultural efficiency promotion, farmers' income increase and rural prosperity, and facilitate rural supply-side structural reform. We should elevate people's intellectual level in poverty-stricken areas and improve their poverty-alleviating skills. Cultural poverty alleviation is the endogenous driving force ofpoverty alleviation and the important support for the overall well-off society.
