对世界各国智库组织形态及其研究动向进行跟踪研究,是人们了解各国政府内外政策的有效途径。以日本智库为例,通过对研究智库的理论与方法以及日本智库在政府决策过程中的作用与影响进行深入的分析和探讨,可以发现智库在实现自我价值的同时应把追求"公共精神"作为自己的行为准则。冷战结束以来,日本智库的性质与作用发生了质变,即由面向企业的"咨询机构"转换为面向政府的"政策研究平台"。日本战后曾出现三次智库建设高潮,目前正处于智库建设的调整期,其经验值得正在开展智库建设的中国借鉴。

To study the structures and activities of think - tanks in different countries is an effective way to understand the domestic and foreign policies of the governments. Based on an in - depth analysis of the role and influence of Japanese think - tank in the decision - making process, the article argues that think - tanks should take the public spirit as its basic principles. Since the end of the Cold War, great changes have taken place in the role of Japanese think -tanks, which is shifted from an enterprise- oriented consulter to a government - oriented policy research platform. Japan has experienced three major waves of development of think - tanks, and is now at the stage of adjustment period. Its experience is a valuable reference for China＇ s developing think - tanks.
