摘要
集体协商推行多年实效甚微,亟待提高集体协商质量。国内没有对集体协商评价的研究,西方集体谈判评价理论和指标体系都不适合中国的实践。因此,从集体协商代表、集体协商程序、工会组织、集体合同和集体协商效果五个方面建立企业集体协商评价指标体系,并选取三家不同性质的企业对指标体系进行评价,以验证指标体系的合理性和可行性。结果显示:该评价指标不同于集体谈判重产出效果的评价,它兼顾了协商效果和协商组织的健全及协商过程的规范,是对集体协商和集体谈判理论的补充。
Collective consultation has been implemented for many years, but its effect is not satisfied and needs to be improved urgently. In China, there is no study on the evaluating indicator of this system, while its practice requires a set of reasonable evaluation standard.This research designs an evaluation index of the enterprise collective consultation which involves five first-level evaluation indexes and twenty seven second-level evaluation indexes from five perspectives--negotiation representative, negotiation procedure, collective consultation process and effects, and the trade union.Then the appraisal of this designed index is conducted by collecting data from three corporations of different ownership in Hunan province and proves it to be scientific, reasonable and practical.Different from the only stress on the outcome effects of collective bargaining, this indicator considers the negotiation effects, organizational soundness and process specification.
