摘要
运用制度变迁理论,通过定量研究方法对吉林省国有林区进行实证分析发现:全面停伐后国有林区陷入运转、就业、社保和转型四大发展困境,破解困境的关键在于如何解决其就业和社保难题。着眼供给侧结构性改革,应从制度供给和机制协同视角重构国有林区就业与社会保障制度,以实现林区产业结构优化与就业保障的制度均衡。
This paper employs the quantitative analysis method to analyze the state-owned forest area in Jilin province based on the theory of institutional change.We find that after the comprehensive stop felling,the state-owned forest area has fallen into four development difficulties of operation, employment, social security and transformation.The key to solving the problem lies in how to solve the problem of employment and social security.Aiming at supply side structural reform,we should reform from the perspective of institutional supply and mechanism synergy, reconstructing the employment and social security system in the state owned forest region to realize the balance of the industrial structure optimization and employment security.
