摘要
由体育管理转变为体育治理的内生动力是传统体育管理模式无法应对日益复杂的体育事务,外部压力源于国际体育组织改革动向和国内顶层设计指向。运行机制是体育治理的内部自组织机制:参与机制是前提,合作机制本质上是权力运行向度和权威来源的转变,协调机制旨在搭建多元体育治理主体的对话平台、加强沟通、增进互信。约束机制是指体育治理的法律法规、体育仲裁、体育组织内部救济及道德约束,为保证体育的自治性,国际上通行做法是用尽体育组织内部救济和坚持体育仲裁效力优先。
The endogenous motivation for sport management transforming into sport governance is the fact that the traditional sport management mode cannot cope w ith the increasingly complex sports affairs. And its external pressure mainly comes from the reform trend of international sport organizations and the domestic top-level design trends. The operation mechanism is the internal self-organizing mechanism of sport governance. The coordination mechanism aims to strengthen the communication and mutual trust through the establishment of the dialogue platform. And the restraint mechanism refers to the legal regulations, sport arbitration,internal relief from sport organizations and moral constraints. In order to ensure the autonomy of sport,the internationally accepted practice is to exhaust the internal remedies of spot organizations and adhere to the effectiveness of sport arbitration priority.
