“What the Country Needs,and What Hong Kong is Good at”——Explorations on Hong Kong's Economic Development and its Basic Experience for 20 Years Since its Return

香港回归20年,"一国两制"在香港的实践取得了举世瞩目的成就,但其经济发展之路并非坦途,香港在经济发展方面最成功的基本经验就是特区政府总结的两点:一是"善用香港的独特优势";二是"善用内地因素"。在此过程中,中央政府和内地全力支持与配合。经过20年的发展,香港经济的结构性调整和全面转型取得了比较显著的成绩,为香港经济的全面复苏和繁荣奠定了一个比较扎实的基础。但与此同时,"一国两制"在香港的实践出现了一些新情况新问题,尤其是香港在经济发展方面并没有取得预期的重大突破,这其中的经验教训值得我们认真总结。

For 20 years since Hong Kong's return the practice of 'one country,two systems' in Hong Kong has made remarkable achievements,but the path of its economic development is not a smooth road.Hong Kong's most successful basic experience in economic development has the following two points:firstly,the position of good at using Hong Kong's unique advantages of Hong Kong summarized by the Government of the Hong Kong Special Administrative Region was accurate,secondly,'to make good use of the Mainland factor'.In this process,with the full support of the Central Government and the Mainland,the structural adjustment and comprehensive transformation of Hong Kong economy have achieved significant results and laid a comprehensively solid foundations to Hong Kong economic full recovery and prosperity.But at the same time,the practice of 'one country,two systems'in Hong Kong has some new situations and problems,especially economic development in Hong Kong has not got expected breakthrough and progress and we should summarize earnestly those lessons.
