从石油储量管理的现状入手,通过石油地质学和技术经济学的有机结合,对落实的未动用储量在现有技术水平、财务政策、开发方式、经营管理体制条件下,按照常规经济评价结果,将未动用储量分为效益一类储量、效益二类储量、效益三类储量和效益四类储量。对于常规评价结果为效益一类以外的储量,可采用非常规经济评价手段来评价这部分储量的经济前景。通过辽河油区x1块和x2块产能建设的实施安排,证实了研究结果的可行性,它对于科学盘活地下存量,实现储量探明与开发的有机结合,树立效益第一的观念,具有重要的指导意义。

Based on the present situation of oil reserves management, through the combination of petroleum geology and technical economics,the unused reserves are divided into the first reserves of benefit, the secondary reserves of benefit, the third reserves of benefit and the fourth reserves of benefit according to the conventional economic evaluation under the condition of existing technology, financial policy, development mode and management system. The reserves whose conventional evaluation results is out of the first reserves of benefit, can be evaluated with the unconventional means of economic evaluation. The feasibility of the research results is confirmed by the implementation arrangement of the production capacity of x1 block and x2 block in liaohe oil area. It has important guiding significance to the scientific inventory of underground stock, realizing the organic combination of the exploration and development of the reserves and establishing the first concept of benefit.
