摘要
高校人事管理制度是高校实现科学有效管理的重要保障,是高校制度体系中的重要核心内容。我国高校人事制度改革走过了30多年的发展历程,先后经历了改革探索、重点突破、深化改革、全面推进等四个阶段。当前,我国正处于高校人事制度改革的重要关键期,由于各种原因,高校人事管理中还存在受人事管理传统观念和意识的影响比较深刻、人事制度改革相对比较滞后、人事改革配套制度机制不完善等诸多问题,针对这些问题,亟需树立创新发展理念,积极采取创新举措促进高校人事制度改革。文章认为,具体而言,就是要积极树立高校人才引进新观念新思想,积极探索建立分类管理和分类评价机制,积极落实高校教学科研人员聘任制度,积极建立完善教学科研人员薪酬管理体系。
The university personnel management system in colleges and universities is an important guarantee to realize scientific and effective management and an important core of the university system. The university personnel system reform in our country has gone through 30 years of development, experiencing such four stages as the exploration in reform, the key breakthrough, the deepen-ing of reform, and the all-round advancement. At present, as the country is in the critical period of the university personnel system reform, and due to various reasons, in the university personnel management there still exist problems, for example, the traditional ideas and awareness continue to have a profound influence, the personnel system reform is relatively backward, the personnel reform supporting system is yet to be perfected, etc. In order to solve these problems, there is a need to establish the ideas of innovation and development, and to actively take measures to promote the university personnel system reform. Specifically speaking, it is argued in this paper, we are to actively establish the new ideas and new thoughts in introducing talents, explore the establishment of classi-fication management and classification evaluation mechanism, implement the teaching and researching personnel employment system, and establish and improve the salary management system for them.
