河北省大名县精准扶贫路径研究

On the path of precision poverty alleviation in Daming County of Hebei Province

自精准扶贫活动开展以来,党中央提出精准扶贫战略方针不仅旨在让全国贫困人口更早更准确地脱贫致富,更是要以人文本综合提高贫困人口的素质,形成一个长期健康有效的脱贫机制。本研究针对目前国内精准扶贫的基本进展和战略思想,阐述施行精准扶贫的必要性,分析了河北省大名县的贫困、脱贫现状、扶贫路径和经验,并从顶层设计、特色绿色产业、建设保障体系、教育脱贫、多方面筹措资金五个方面提出了一系列经验措施,以进一步加快贫困地区脱贫、促进农民增收、加快农业发展。

Precision poverty alleviation strategy proposed by the Party Central Committee is aimed at not only making the poverty-stricken population of the whole country get rid of poverty more accurately and timely,but also coprehensivlyimproving the quality of poor people,thus forming a long-term healthy and effective poverty alleviation system.This paper expounded the necessity of precise poverty alleviation in light of the basic progress and the strategic thinking.It also analyzed the current situation of poverty,the ways and experiences of poverty alleviationin Daming County.Finally,it put forward proposal from the top-level design,the green industry with characteristics,the construction security sysetem,poverty alleviation by education and multi-faceted financing,in order to further help the poverty stricken areas,increase farmers＇ income and accelerate agricultural development.
