浙江省降低企业用电成本政策效果分析及对策

Reducing the electricity costs for enterprises in Zhejiang province: policy impact analysis and countermeasures

用电成本是企业主要的能源成本之一,我国明确提出要加快供给侧结构性改革,切实降低企业的用电、用地等成本。通过分析浙江省降低销售电价、开展电力直接交易试点、降低上网电价等政策的效果和存在的问题,提出取消供电领域基本电费等不合理规费、健全电价形成和交易机制等对策建议,以增强企业获得感,倒逼电力市场化改革。

Electricity cost is the predominant energy cost for enterprises.The Chinese government has explicitly put forw ard the supply-side structural reforms to reduce the costs of electricity and land use for enterprises.In this study,the energy policy impacts of Zhejiang Province including reducing the retail electricity price,running direct electricity trading pilot,and reducing pool purchase price w ere analyzed.M eanw hile,some effective policy suggestions concerning the existing problems w ere proposed,such as cancelling the unreasonable expenditure on basic tariff on pow er supply side,boosting electricity price formation and trading mechanism,and so on.Thus,the remarkable benefits w ere obtained for the enterprises,w hich promotes market-based reforms in pow er market.
