新医改背景下海南省社会资本办医发展状况研究

Study of Development of Private Healthcare Providers in Hainan Province Under Circumstance of New Medical Reform

目的:了解相关鼓励和引导政策出台后,海南省社会办医机构的实际发展状况与政府规制成效,为进一步合理引导社会资本办医、促进社会办医机构良性发展提供实证依据与政策建议。方法:基于2011-2016年海南统计年鉴及中国卫生统计年鉴数据,定量分析海南省社会办医机构的发展情况;选取海南省4家社会办医机构及海南省卫生计生委医政医管处相关负责人进行关键知情人半结构化访谈。结果:海南省近年来积极鼓励社会资本进入医疗领域,弥补医疗资源存量不足;大力推进健康服务业发展,拓展社会资本投资领域。专业人才资源短缺、跨部门政策配套协调机制缺失及社会办医机构市场活力不足是海南省社会办医机构发展过程中面临的主要挑战。结论:海南省鼓励和引导社会办医政策的出台有效清理了社会资本举办医疗机构的政策障碍,获得社会办医机构的广泛认可。未来需进一步改进政策执行效力,建立跨部门政策配套机制,强化行业监管手段,营造社会办医机构与公立医疗机构平等竞争环境,促进社会办医机构的良性有序发展。

Objective： To evaluate the effectiveness of the encouraging and guiding policy on the development of private healthcare providers in Hainan Province, provide empirical evidence and policy suggestions for future policy. Methods： Quantita- tive analysis of the private heahhcare providers＇ development in Hainan was performed based on the national and provincial health statistics annual. Investigation and interviews were conducted among key informants in four private healthcare providers and Hainan Province Health and Family Planning Committee using the semi-structured interview method. Results： The positive advancement on private healthcare provider development encouraging and guiding policy achieved widespread favorable reception among private healthcare Providers in Hainan Province. Investment range had been greatly expanded due to government＇ s powerful promotion on the development of health service industry. Professional personnel resource shortage, deficiency of cross-department policy facilita- ting and coordinating mechanism and lack of private healthcare service market vitality were the major challenges for the future devel- opment of private healthcare providers in Hainan Province. Conclusion： The encouraging and guiding policy issued since the year 2011 had played a great role in removing the policy-caused obstacles within the development of private healthcare providers. In the future, more needs to be done in terms of improving policy implementation, establishment of cross-department policy facilitating and coordinating mechanism and strengthening industry supervision to achieve the orderly and benign development of private heahh- care providers.
