新型城镇化进程中政府的“为与不为”——基于农业人口转移相关涉农政策弹性视角

Government's “Do's and Don'ts” in the Process of New-Type Urbanization:From the Perspective of Policy Flexibility Related to Agricultural Population Transfer

政府作为新型城镇化政策的制定者和执行者,其功能越位或缺位都会对涉及其中的农业转移人口产生深远影响。在应对人口转移相关的系列涉农问题时,政府应该选择性地有所为有所不为:在面对种地主体缺失问题时不宜直接扶持外来规模经营主体,而要立足本地中农群体的培育;在面对小农生产方式落后问题时,不能简单消灭,而应壮大农业现代服务业对其改造升级;在面对农村家庭破碎化问题时不能将"以人为本"留驻口头,而应结合人口转移路径,做好保障政策供给;在面对村庄空心化问题时,不能只注重政策制定,而要从土地流转制度细化、公共精神塑造等多方面强化落实。

Government is the policy maker and implementer of new-type modernization, so any of its functional excess or inadequacy will exert a far-reaching influence on agricultural population transfer in the modernization. When coping with agricultural issues related to the population transfer, government should adopt the approach of ＂do＇s and don＇ ts＂：when faced with the absence of main body in farming, government should not directly give support to scale operation entities that have been introduced, but keep a foothold on training local middle peasants; when faced with the backwardness of small-farm production pattern, government should not simply eliminate it, but strengthen agricultural modern service industry and transform and upgrade the pattern; when faced with the fragmentization of rural families, government should not just talk out ＂people-oriented＂ measures, but manage to implement guarantee policies according to the specific path of the population transfer; when faced with the hollowing-out of villages, government should not merely pay attention to making policies, but reinforce its efforts to put policies into practice by refining land transfer system and shaping public spirit.
