河北省基层食品药品监管问题研究与对策分析

Research and Countermeasure Analysis of Food and Drug Administration in Grass-roots Units in Hebei Province

对河北省基层食品药品的监管体系进行了调查分析,研究了食品药品监管体制改革的现状、工作中存在的问题与成因,提出了解决基层食品药品监督管理存在问题的途径与方法,以期进一步优化地方食品药品监管体系、提升改革的效果,促进河北省基层食品药品监督管理工作的新发展,实现控制生产源头、预防群体性食品药品突发事件、建立科学有效风险管理的基层食品药品安全监管模式。

The reform status of food and drug administration system as well as the problems and their causes were studied in this paper on the basis of investigation on food and drug administration in grass-roots units in Hebei province. New ways and methods to solve the problems existed in the supervision and management of primary and secondary food and medicine was proposed so as to promote the further optimization of local food and drug regulatory system, to enhance the reform effect, to promote the new development of food and drug supervision and management work in Hebei province, to help control the source of production, to prevent from group incidents, to establish a scientific and effective risk management model of basic food safety.
