On the Capability of Policy Innovation

政策创新能力是政府对政策要素的重新组合能力,它直接影响政策创新活动速度的快慢、质量的高低和效果的优劣。政策创新能力的大小强弱首先取决于政府能力的大小,与政府所拥有的人力资源、财力资源、权力资源、权威资源、文化资源、信息资源和制度资源有关。中国政府政策创新能力的提升应着力塑造政策创新的能动主体,营造促进创新的文化环境,构建激励创新的制度机制。
