面向疫情管控的公共卫生突发事件情报体系研究

Research on the Intelligence System of Public Health Emergencies with an Epidemic Control Orientation

[目的/意义]情报在公共卫生突发事件管控中发挥着重要作用,建立面向疫情管控的公共卫生突发事件情报体系,是消减公共卫生突发事件影响的有效措施。[方法/过程]从情报视角出发,首先分析疫情潜伏期、疫情爆发期、疫情恢复期的情报需求,然后阐述了公共卫生突发事件情报体系要素,在此基础上,以公共卫生数据情报为核心,构建公共卫生突发事件情报体系架构,进而厘清情报体系的运行机制,最后,探讨了情报体系的保障机制。[结果/结论]通过对公共卫生数据情报的采集、处理、挖掘和服务,实现公共卫生突发事件的智能管控。

[Purpose/Significance] Intelligence plays a vital role in the control of public health emergencies. The construction of intelli- gence system for epidemic control of public health emergencies is an effective measure to reduce the impact of public health emergencies. [ Method/Pocess] Firstly, this paper analyzes the intelligence needs of the incubation period, the outbreak period and the recovery period of the epidemic situation. Secondly, the elements of the public health emergencies intelligence system are expounded. Based on this, the paper contructs the intelligence system architecture of public health emergencies, and then clarifies the operational mechanism of the system. Finally, the paper discusses the safeguard mechanism of the system. [ Result/Conclusion] Through the collecting, processing, mining and service of public health data, the intelligent control of public health emergencies can be realized.
