城市应急研究综述

Review on Urban Emergency Research

针对城市应急问题,运用文献分析法,对城市应急方面的研究文献进行综述研究。首先,利用Web of Science数据库和CNKI数据库,分别以"urban emergency"和"城市应急"为主题词,检索2001-2015年间国内外城市应急方面的相关研究论文,并根据作者国别与文献发表时间进行文献分析。其次,通过对相关论文内容的分类总结,分别从城市应急管理系统的构建与完善、城市应急资源的优化配置与调度、城市应急能力的评估与分析3方面对城市应急研究文献进行总结、分析和评述。最后,对已有城市应急研究所存在的问题及未来城市应急研究趋势进行简析。结果表明,国内外已对城市应急开展大量研究,但仍存在"对城市应急管理系统的研究角度存在局限性"与"对城市应急能力评价的研究缺乏综合性"等方面主要不足,未来城市应急研究的主要新领域之一是城市群应急联动研究。

Aiming at the urban emergency problem, a review on the urban emergency research was conducted by the literature analysis method. At first, by using ＂urban emergency＂ as the theme word for searching and applying the tools of Web of Science database and CNKI database, the papers on urban emergency research from 2001 to 2015 over the world were retrieved and analyzed according to the published time and author countries. Secondly, through the classification of the contents of indexed papers, the main contents of urban emergency research were summarized, analyzed and commented from three aspects which are the construction and improvement of urban e- mergency management system, the optimal allocation and scheduling of urban emergency resources and the assess- ment and analysis of urban emergency capability. Finally, the existing problems on the urban emergency research and the developing trend were briefly analyzed. The results show that a large number of urban emergency researches have carried out over the world in the past time. However, there still existing some insufficient, such as the limitation of the investigation views of urban emergency management system and the lack of comprehensive research on urban emergency capability evaluation, etc. One of the important areas of urban emergency research is the urban agglomeration emergency.
