军队党风廉政建设责任制既是一个制度体系,也是一个运行机制。它具有权力制约性、强制性和经常性特征,由责任主体、责任内容、责任分解、责任控制、责任考核和责任追究六个要素构成。这些要素相互联系、相互作用,推动着责任制的运行。其中,责任分解是前提;责任控制是过程;责任考核是关键;责任追究是结果,这四个环节共同作用、循环往复,形成了党风廉政建设责任制的运行机制。

As a running mechanism, the responsibility system of building the party＇s work style and a clean government is characterized by power restriction, enforceability and regularity. It is composed of liability subject, responsibility content, responsibility decomposition, responsibility control, responsibility assessment and responsibility investigation.
