封山禁牧存在的问题与建议

The Relationship Between Closing Hillsides to Prohibit Herding and Forestry Development

近年来陕西省吴起县实施封山禁牧以来,在林业发展中取得了很好的成绩。但是在实施过程中出现的问题也不容忽视,针对偷牧现象娄禁不止,影响干群关系等问题进行分析,提出了加大宣传,提高农民的认识,进一步提高资金投入,科学统筹规划,实现林业与畜牧野双赢的建议。

In recent years, since Wuqi County of Shaanxi province has implemented the close hillsides to prohibit herding policy. It has achieved good results in the development of forestry. However, the problems in the implementation process cannot be ignored, the paper analyzes these problems, and puts forward some effective suggestions such as how to deal with grazing without permission and increase publicity,raise farmer’s level of understanding, increase investigation and then maintainthe ecological balance effectively.
