Analysis and Suggestions on Policy and Mechanism of Promoting Renewable Energy Development

可再生能源的持续规模化发展是实现我国能源供应转型不可或缺的重要途径。本文结合国家能源转型要求和电力体制改革形势,对近期已经实施或可能实施的可再生能源目标引导、全额保障性收购、绿色电力认购及交易、光伏发电招标、电力定价、推进供热应用等可再生能源发展促进机制进行了总结和分析,并提出加快或细化政策机制实施的具体建议。

Sustainable scale-up development of renewable energy is in-dispensable for realizing clean energy supply of China.This article summarizes and analyzes the important mechanisms and actions of promoting renewable energy those have been implemented recently or possibly be implemented in near term, including the mechanism of renewable energy target guideline, guarantee purchase of renewable power, green certificate, solar PV bidding program, pricing mechanism, and renewable energy for heating supply etc.. Detail suggestions on these policies and mechanisms＇ implementation are proposed.
