公务员素质提升的制度机制障碍及对策研究

摘要 公务员素质的提升是建设服务型政府的必然要求,也是实现当前政府改革的重要保证。当前我国的公务员基本制度与管理制度存在诸多缺陷,一定程度上制约了我国政府效能的充分发挥。因此,在吸收国外先进公务员制度与管理经验基础上,结合我国国情,对公务员的基本制度与管理制度提出系统、完备的改革建议,以期对我国公务员素质提升提供可资借鉴的有效措施。 The promotion of the quality of civil servants is important requirement for building a service - oriented government, and a guarantee for the current government reform. At present, China's civil service basic system and management system of many defects, to a certain extent, restricts the effectiveness of our government to give full play. Therefore, on the basis of absorbing foreign advanced civil service system and management experience, combined with China's national conditions, the basic system and management system of civil servants put forward systematic and comprehensive reform proposals, with a view to provide effective measures to improve the quality of civil servants in our country.
