加强边境地区群防群治组织建设研究

Research on Organization Construction of Mass Prevention and Mass Treatment in Border Area

边境地区群防群治组织不仅可以弥补边境地区警力不足，为边防部门搜集情报信息，还可协助维护边境地区稳定与治安秩序，以及维护国家主权与领土完整。当前边境地区群防群治组织仍然存在一些问题，如开展工作缺乏法律依据与制度保障、成员工作积极性不高、经费保障不足以及成员整体素质不高等，因此要通过完善相关立法，调动成员工作积极性，完善群防群治组织的经费保障机制以及提高成员素质等措施，进一步加强边境地区群防群治组织建设，以期发挥更大作用。

Mass prevention and mass treatment in border area can not only compensate for the lack of police in the border areas, collecting information for the border departments, but also help maintain the stability of the border areas and order, as well as the maintenance of national sovereignty and territorial integrity. There are still some problems in the current border areas, such as the lack of legal basis and system guarantee, the lack of enthusiasm for members, the lack of funds and the lack of overall quality of members. Therefore, improving the relevant legislation, motivate the enthusiasm of members is important. We need also improve the defense system and the organization in order to make some progress on the quality of staff and other measures to further strengthen the border area group prevention and defense organizations with a view to play a greater role.
