基于DEA的实验室开放共享绩效评价研究

Research on Performance Evaluation of Open Laboratory Sharing Based on DEA

文章采用数据包络分析(DEA)方法,构建了实验室开放共享绩效的评价指标体系,并以西部地区某省属重点高校为例,对其2015年实验室开放共享效率进行了定量分析。结果表明各实验室开放共享的综合、技术、规模效率与资源配置效率之间存在显著相关性,要素的投入产出水平与资源配置效率之间存在密切关系,部分实验室开放共享效率低效的主要原因是存在严重的投入冗余或产出不足。在此基础上提出理念认识、制度激励、整合优化结构等方面的政策建议。

Based on data envelopment analysis （DEA） , this paper constructs an evaluation index system of open and shared performance of laboratories, and takes a provincial key university in the western region as an example to analyze its open sharing efficiency in 2015. The results show that there is a significant correlation between the efficiency of open laboratory sharing and the efficiency of resource allocation. There is a close relationship between input and output efficiency of resources, and some labs are investigation inefficiency. The main reason is the existence of serious input redundancy or insufficient output. On this basis, the paper puts forward policy recommendations such as concept of awareness, institutional incentives, integration and optimization of the structure.
