论农资电商监管存在的问题及对策

农资电商在近两年如雨后春笋般涌现,受到越来越多的企业、经销商以及农民的关注。由于诸多因素的影响,当前农资电商仍面临着一些问题,如产品良莠不齐、法律法规不健全、销售行为不可控、执法取证难等。【目的】农资市场秩序还较为混乱,监管形势依旧严峻,需要进一步加强监管。【方法】结合农资电商发展背景及基本现状,利用文献法和访谈法相结合的方法,阐述农资电商监管中存在的问题。【结果】提出了要健全法规体系、提高监管效率、规范经营行为、发展联合执法等相应的对策。

Electricity business in agriculture has developed a lot in the past two years and increasingly attracted enterprises, distributors and farmers＇ attention. Due to the impacts of various factors, the current agricultural electricity business is still faced with unavoidable challenges, such as uncertainty in quality of products, flaws in laws and regulations, specific implementations of laws, uncontrollable deals, etc. [Objective]Further supervision is needed with the consideration of disorders in agricultural capital market and problematic regulatory situation. [Method] Combining the development context of agricultural electricity business and its current situation, this paper expounds the existing problems in the supervision of it by means of literature review and interviews. [Result] The corresponding countermeasures are put forward to improve the regulation system, promote the efficiency of supervision, standardize the management behavior and develop joint law enforcement.
