The key to promote an all-round strict party governance is to achieve the normalization,institutionalization and scientification of ruling the Party.Normalization emphasizes two ＂chang＂s：the first is written in Chinese as ＂长＂,meaning long term;the second as ＂常＂,meaning frequent.Institutionalization stresses the establishment of rules and regulations,and scienctification focuses on the generalization of the regularity of ruling the Party.To fulfill the above three goals,the scientific regularity of building the Party should be explored,values and action guideline of the Party be advocated,the process of building the Party in a scientific way be supervised.
