摘要
排污许可制作为新时期我国固定污染源环境管理的核心制度,融合了总量控制制度,将为排污权交易提供统一的污染物排放数据。为做好排污权与排污许可制的衔接,以排污许可制为基础,分别从法律属性、核算办法和运行机制角度与排污权进行对比分析,并提出排污权与排污许可制衔接的若干建议,为新时期排污权工作的开展提供参考。
As the core of environmental management for stationary pollution source in the new era,the environmental permitting system,integrating total pollutant emission control,will provide unified pollutant emission data for emission trading. In order to better connect emission rights with environmental permitting system,this paper compared the two systems in terms of their legal attributes,accounting method and operating mechanism,and proposed several suggestions on their better connection. The paper could provide reference for the development of environmental permitting system in the new era.
