关于新形势下我国民航建设项目工程其他费用的思考

Reflections on Other Expenses of Civil Aviation Construction Projects in China under the New Situation

《民航概算编制办法》自颁布以来,对于规范民航建设工程概算编制工作,指导机场建设发挥了积极作用。但该办法颁布距今已近10年,特别是十八大以来,为了充分发挥市场在资源配置中的决定性作用,国家放开了部分建设项目专业服务价格,对传统的民航工程计价方式带来了较大的变化。笔者结合政策,规定和实际工作,通过研究与分析,就《民航概算编制办法》中工程其他费用提出一些思考。

Since the promulgation of the ＂Civil Aviation Budget Preparation Method＂, it has played a positive role in regulating the budget preparation of civil aviation construction projects and guiding the airport construction. However, the approach had promulgated nearly10 years ago. Especially since the 18 th National Congress, in order to give full play the decisive role of the market in the allocation of resources, the state liberalized part of the construction project professional services prices, which brought a big change to the traditional civil engineering pricing. Based on the policy, stipulation and practical work, the author puts forward some thoughts on the other costs of the project in the ＂Civil Aviation Budget Preparation Method＂ through research and analysis.
