摘要
本研究以榆林市为例总结其科技创新工作所取得的成效和目前面临的主要问题,依据科技创新体系的性质、目标和方针,结合区域创新五大要素加以改进,从横向、纵向网络构建形成科技创新体系的基本构架。对该创新体系的启动、实施和控制工作提出具有较强针对性、可操作性的实施方案。
This paper takes Yulin City as an example to summarize the effectiveness and current problems of the scientific and technological innovation. Based on the nature, goal and guideline of the scientific and technological innovation system, the five elements of regional innovation are improved, the basic framework of scientific and technological innovation system is formed from horizontal and vertical network, and the targeted and operational implementation program of for the start, implementation and control work of the system is put forward.
