针对施工机械设备在采购招投标中易出现暗箱操作问题,指出施工机械以次充好不利于建设工程的质量保障,为了杜绝该类问题,提出应当在招标采购阶段就加以规范约束,确保建设项目不会蒙受不必要的损失。

For procurement bidding,construction machinery equipment is easy to be a black box operation,and the equipment of shoddy is bad for the quality of construction projects. To eliminatethis problem,it should be standardized and restricted during the procurement stage.
