江苏省义务教育阶段学生体质健康促进政策研究

Research on the Policy of Promoting Physical Health of Students in Compulsory Education in Jiangsu Province

运用文献资料、问卷调查和实地考察法,对江苏省义务教育阶段学生体质健康促进有关政策文件的演进历程及实施过程存在的问题进行梳理分析,发现存在诸多问题:江苏省青少年体质健康促进政策执行主体单一,政策对体育安全方面涉及的适用法律模糊,政策执行的监督与问责缺失。为此提出以下建议:政策执行主体应多元发展,强化家庭、社区和第三方组织服务功能;职能部门应明确政策执行主体权、责、利,规范其实施行为;建立健全政策法规,科学构建政策评价体系。

This paper analyzes the evolution of relevant policy documents and problems existing in the implementation process of physical health promotion of students in the stage of compulsory education in Jiangsu province with methods of literature review,questionnaires and on-the-spot investigations.The findings are as follows：the main body of the youth physique health promotion policy implementation in jiangsu province is unitary;The policy is vague about applicable laws concerning sports safety;supervision and accountability in policy implementation is lacking.In view of these,the following suggestions are made：the main body of policy implementation should be diversified;organizational service function of families,communities and third parties should be strengthened;functional departments should make clear the rights,responsibilities and interests of the policy enforcement entities and standardize their implementation;policies and regulations should be established and improved and policy evaluation systems should be scientifically constructed.
