中国现行的水污染物排污许可限值核定方法并不足以应对复杂多变的环境问题。考虑到具体国情,并借鉴其他国家行之有效的经验,可分阶段、分地区逐步明确并完善以技术为基础和以水质为基础的排污许可限值核定制度,以实现"保护人体健康"的最终目标。

Current standards of determining limits of point source water pollutant discharge permits could not resolve complex environmental problems effectively in China.In view of specific national conditions and effective experience from other countries,the system of technology-based pollutant discharge limits and water quality-based pollutant discharge limits should be established and improved gradually to realize the ultimate goal of 'protecting human health'in staged and subregional manner.
