退圩(田)还湖(湿)长效机制研究——以江苏省固城湖为例 被引量:10

摘要 一直以来,退圩还湖受庞大资金需求的限制,实施困难,难以实现多方受益。以长江中下游大型湖泊——固城湖退圩还湖为研究对象,探讨了退圩还湖的长效机制。在固城湖退圩还湖措施研究中,综合考虑湖泊水资源条件、生态敏感区布局、沿湖地区经济社会发展及管理与保护需求,科学规划了退圩还湖方案。通过人工修复措施,重塑湖泊水域地形和岸线,改善河湖水力联系,提升水质水环境;通过排泥场的利用,为地方经济发展和退圩还湖的顺利实施提供了保障,形成了符合我国现阶段经济社会发展和生态文明建设要求下的退圩(田)还湖(湿)长效机制。 For a long time,limited by giant funds demand,returning polder to lake is difficult to be put into practice and achieve multi-win effect. Taking Gucheng lake in lower area of the Yangtze River as a case,this paper researches the long-term effective mechanism of returning polder to lake. In the research on the measures of returning polder to lake,the lake water resources condition,ecologically sensitive zone distribution,the economic and social development in the lake surrounding area as well as the demand of management and protection are considered comprehensively. The scheme of returning polder to lake is scientifically planned and artificial measures will be adopted to remodel the topography and shoreline,improve hydraulic connection of lake and river,raise water quality; the dredged sludge yard will be used to promote local economic development and collect funds for the implementation of returning polder to lake,which can form long-term mechanism of returning polder to lake meeting the present stage requirement of economic and social development and ecological civilization construction in China.
