省级政府重大行政决策程序立法文本计量分析

The Econometric Analysis for Procedure Legislative Texts of Provincial Government Major Administrative Decision-Making

运用政策文本计量方法分析省级重大行政决策程序立法,发现立法进程具有明显的阶段性特征,且与经济社会发展和现实政治背景密切相关;现有立法文本类型结构失衡,约束性和操作性亟待提高;省级政府程序立法在起步时间、文本数量和适用范围等方面存在较大差异;早期立法文本对决策事前程序较为注重,中后期则更加关注五大法定程序和决策事后程序,据此提出相关完善建议。

By using the econometric analysis of policy text to analyze the procedure legislation of provincial major administrative decision,it is found that the legislative process is periodical and closely related to the development of economic society and political background. The type structure of existing policy text pays unbalanced,and its restriction and operation need to be improved. The provincial procedure legislation has great difference in the starting time,the text quantity and the scope of application. Early policy text is more attention to the program before decision,while the middle and late text pays more concerned about the five statutory procedures and program after decision,so some relevant suggestions are put forward accordingly.
