全球治理视角下中国对外援助的理念与策略演变

The Development of Basic Concepts and Strategies in China's Development Cooperation from the Perspective of Global Governance

为应对全球治理新形势,我国在对外援助的理念与策略上发生了重大转变:从援助走向合作。理念变化表现为:从"合作"的视角理解"援助"的概念;援助目标从支援救助转向共同发展;援助身份从友好睦邻转向负责大国。策略变化表现为:从学习对话走向共商议题;从参与活动走向共建项目;从单一评估走向综合评估。中国对外援助的理念与策略的转变具有重要的战略意义:有利于树立国家正面形象,为发展中国家争取发展权,应对新型国际关系。

With the development of global governance theory,the basic concepts and strategy of China's development cooperation have changed from aid to cooperation. The changes in concepts include three aspects: the basic idea has changed from unilateral intervention to cooperation; the aim from helping the recipient countries to promoting common development; the international role from a friendly nation to a responsible power. There are also three fundamental changes in strategies: from learning the West to being a number of international actors to the'negotiating tables'of world affairs,from unimportant participant to major player,from impact assessment to comprehensive evaluation. And the results are beneficial to China's image,the right to development of people in developing countries and help establish a new kind of international relations.
