对“一带一路”倡议下中蒙战略合作的思考与建议

Thoughts and Suggestions on Strategic Cooperation Between China and Mongolia under the Belt and Road Initiative

在"一带一路"的跨境跨洲际区域布局上,蒙古国具有举足轻重的地缘和区位作用,是"一带一路"沿线国家的重要成员,中蒙俄经济走廊的重要国家,"一带一路"、"欧亚经济联盟"、"发展之路"等区域内几大战略的汇集节点。中蒙战略合作有利于中蒙提升战略合作及互惠互利水平,有利于"一带一路"与"发展之路"对接,有利于突出中蒙在亚太区域中的区位地位。进入2017年,随着经济的企稳回升和外贸投资领域出现的恢复性增长,蒙古国"发展之路"与"一带一路"的各种合作也将呈现积极向好态势,为进一步提升合作水平奠定较为坚实的基础。中蒙战略合作既要通过深化双边关系和落实三边规划纲要打造跨境通道、落实好交通运输、能源合作和基础设施建设等合作,同时要通过加强人文交流实现中蒙合作向东北亚区域一体化的实践。为此要解决软硬合作不够均衡、顶层设计与地方需求不相吻合、智库介入相对较弱等短板。中蒙战略合作不仅惠及双边合作,还要惠及三方乃至更大区域的合作,为"一带一路"与"发展之路"对接等东北亚大区域和亚太泛区域合作提供诸多示范。

With a pivotal geographical and regional advantage, Mongolia is an important member of countries along the Belt and Road and also an important country in the China-Mongolia-Russian economic corridor. The country locates inside the coverage regions of the ＂Belt and Road initiative＂, ＂Eurasian Economic Union ＂, ＂and the Road of Development＂. The strategic cooperation between China and Mongolia is conducive to enhancing the strategic cooperation and mutual benefit of China and Mongolia, which facilities the docking between ＂the Belt and Road initiative＂ and ＂the Road of Development＂, highlighting the status of China and Mongolia in the Asia-Pacific region. In 2017, with the stabilization of the economy and the resumption of growth in the field of foreign trade investment, the cooperation of ＂the Road of Development＂ of Mongolia with the ＂Belt and Road initiative＂ also shows a positive momentum, which will build a more solid foundation to further enhance the level of cooperation. By deepening bilateral relations and the implementation of the trilateral planning outline, China-Mongolia strategic cooperation will build cross-border access, with a good implementation in the cooperation of transportation, energy, and infrastructure construction. At the same time, by strengthening people-to people exchanges, the cooperation between China and Mongolia also enhance the practices of the regional integration of Northeast Asia. In order to achieve that goal, the software and hardware cooperation should be balanced, the top design and local demand should be matched, and think tank intervention should be relatively strong. In so doing, China-Mongolia strategic cooperation not only benefits bilateral cooperation, but also benefits the tripartite and even greater regional cooperation, providing a demonstration for cooperation in Northeast Asia region and Asia-Pacific region such as docking between the ＂Belt and Road initiative＂ and ＂Road of Development＂ strategy.
