国民收入分配外部性问题研究

Research on the Externality of National Income Distribution

我们运用规范分析方法,发现外部性问题不仅在生产和消费领域存在,而且在分配领域同样大量存在,只是在分配领域大多以分配不公这个范式出现。文章首先通过理论分析界定了国民收入分配外部性的含义,分析了国民收入分配外部性产生的主要原因;然后基于基尼系数,设计出社会总体国民收入分配外部性宏观度量方法,并计算出了中国1982年到2013年国民收入分配外部性数值;最后给出了有针对性的治理方法。

Using the Normative analysis method, we find externality not only exists in the field of production and consumption, but also abounds in the field of distribution. It appears mostly in the form of unfair distribution in the distribution domain. Firstly, this paper defines the meaning of externality of national income distribution through theoretical analysis, and analyzes the main reasons of externality of national income distribution. Then, on the basis of Gini Coefficient, the macroscopic measurement method of externality of national income distribution is designed, and the externality value of China＇s national income distribution is calculated from 1982 to 2013. Final- ly, targeted governance methods are given.
