广东省电动汽车充换电站工程验收指标体系的建立

Establishment of the Project Acceptance Index System for Electric Vehicle Charging and Changing Power Station in Guangdong Province

中国将发展电动汽车上升为国家战略,政府出台了一系列涉及充电基础设施产业发展的扶持政策。截至2016年底,中国公共类充电设施保有量居全球第一,而广东省位居全国第二位。集中式充换电站已经成为发展趋势,充换电站从规划设计开始,到日常运营需要满足众多标准的要求。由于广东独特的气候类型,如何在广东省内进行充电设施和充换电站的工程验收已成为一道难题。提出适用于广东省电动汽车充换电站的工程验收指标体系。主要技术指标包括工程施工质量验收、运营管理验收、充换电站场总体验收、充换电站场土建及其他配套设施验收、文档资料验收。依据该验收指标体系,已经对广东境内5 000只充电桩进行了实地工程验收工作,为政府日常管理和决策提供了支撑。

China will rise electric vehicles development as a national strategy,with a series of supportive policies covering the development of the charging infrastructure industry. To the end of 2016,the number of public charging facilities in China was the largest in the world,while Guangdong province ranked second in the country. The centralized charging station has become the development trend. From planning design to daily operation,the charging station needs to meet the requirements of many standards. Due to the unique climate type of Guangdong,how to carry out the project acceptance of charging facilities and recharging stations in Guangdong province has become a difficult problem. The project acceptance index system for electric vehicle charging stations in Guangdong province was put forward. The main technical indexes included acceptance of construction quality,acceptance of operation management,general acceptance of power station field,construction of recharging station and other supporting facilities and acceptance of documents and datum. According to the system of inspection and acceptance,the acceptance of 5 000 charging piles in Guangdong province has been carried out,which provides support for daily management and decision-making of the government.
