摘要
评价公立医院的服务业绩与社会效果,以绩效的理念提升医疗机构的运营水平和效率,是预算管理改革的迫切要求和新医改的大势所趋。本研究依据财政部关于预算绩效管理的政策指导文件,探讨公立医疗机构预算绩效管理,提出应完善预算绩效管理制度,加强预算前期的绩效目标管理,提升预算绩效过程管理,积极推进绩效评价结果应用管理。
It is the urgent requirement of budget management reform and the new healthcare reform on assessing the performance of hospital care and social benefit and building performance oriented hospital management and efficiency. According to the budget performance management policy issued by Ministry of Finance, budget performance management in public medical institute has been discussed. It is considered to complete budget management system, strengthen budget performance management, improve budget performance process and promote assessment result application.
