基于文献分析的公立医院监管模式运行现状与完善措施研究

Research on the current situation and improvement countermeasures of public hospital regulation mode based on literature analysis

目的:概括关于公立医院监管模式的现有文献,分析监管现状和存在的问题,研究完善监管模式的对策,为今后的研究提供参考。方法:在中国知网、万方医药信息系统等数据库中检索2009-2017年文献,并用文献分析法对文献内容进行分析评价。结果:监管问题有政府职责不清、外部监管薄弱、法律法规体系不健全、缺乏自我监管,完善监管模式的对策有转变政府职能、建立多元监管体系、完善法律法规体系、加强行业自律。结论:公立医院监管存在众多亟待解决的问题,公立医院改革仍存在阻力,各项改革齐头并进才能完善公立医院监管模式。

Objectives： To summarize the existing literatures on regulation mode of public hospitals, analyze its current situation and existing problems, present countermeasures to improve regulation mode and to provide reference for future research as well. Methods： The related literatures were retrieved from CNKI and Wanfang medical information system in 2009-2017, and the contents of the existing literatures were analyzed and evaluated by literature analysis. Results： It shows that there are problems such as ambiguous government role, weakness regulation, incompletion of legal system and lack of self-regulation. And relative suggestions such as transforming government role, building all round regulation mode, completing legal system and strengthening self-regulation are presented. Conclusions： There are a lot of urging problems on public hospital regulation and still much resistance in the public hospital reform. Only if all kinds of reforms are to put forward can the regulation mode of public hospitals be improved.
